Job Description

Main purpose of the role: To recruit, manage and develop Covert Human Intelligence Sources (C.H.I.S.'s) to the highest professional and ethical standards and in accordance with the Regulations of Investigatory Powers Act 2000 (R.I.P.A.). To support ERSOU, the Regional Forces and HMPPS (Her Majesty’s Prison and Probation Service) by responding to the intelligence requirements of ERSOU, Regional force’s and HMPPS strategic assessments through the handling of Covert Human Intelligence Sources within and where necessary outside of Her Majesty’s Prisons.

Key Responsibilities:

- Manage CHIS in accordance with National guidance maintaining the highest levels of integrity and ensuring all aspects of C.H.I.S. management comply with R.I.P.A

- Research and identify potential CHIS who are suitable for recruitment within the Prison environment, in order to address ERSOU, Prison and Regional forces’ priorities and intelligence gaps. This will include engaging with ‘signed in ‘Governors and PIO’s in order to assess potential CHIS

- Obtain CHIS intelligence thus servicing all levels of the Regional Forces, Prison and ERSOU’s tactical and strategic assessments

- Complete timely and accurate CHIS contact reports and intelligence reports thus maintaining the highest professional and ethical standards

- Effectively brief and debrief CHIS and conduct continuous risk assessments in relation to the handling and use of each CHIS to ensure that welfare is properly considered and that accurate reports are prepared

- Ensure that the CHIS is clear about their role and the limits to it, to ensure CHIS attend to their own security and that they remain at all times under the Handler's control

- Employ appropriate tradecraft according to the risks associated with the handling of the CHIS and where necessary conduct risk assessments considering Health and Safety issues.....
